Emily and her son William do not appear with Emily's husband in this census. Emily is recorded as the head of the household. Isaac is living at 15 Grant Street in Brighton at this time, working as a plate layer (railway), so I am assuming that as he had returned to Catherington and his wife by the 1901 census, that he was living in Brighton simply because that was where he was working.
